DCSF Approved FMSiS External Assessors' List
The following is a list of companies that offer to provide external assessments of the Financial Management Standard to schools on a national or regional basis.
All these companies have undergone rigorous evaluation of their assessment processes by a panel of selectors representing DCSF, NAHT, ASCL and School Business Managers. All the assessors on this DCSF Approved List have agreed to the mandatory requirement to carry out part of the assessment process at the school’s premises.
FMSiS guidance
The FMSiS was added to the Scheme for Financing Schools in October 2006 through directed revisions, which from January 2007 requires that meeting the Standard is now a legal requirement for schools, subject to the phasing that is determined locally.
The LA FMSiS guidance 2007 document below sets out the context for the Ministerial decision to proceed on a phased timetable that requires all schools to meet the Financial Management Standard in Schools (FMSiS) by March 2010
It also sets out the requirement for the Section 151 Officer (CFO) to sign a declaration attached to the Section 52 Outturn statement to be signed at the end of each financial year advising on what arrangements are in place to ensure that all its schools meet the FMSiS and to remedy any shortfalls.

We are getting many requests for the FMSiS certificates for schools.To help speed up the whole process, could LAs and external assessors please complete the FMSiS certificate template with the schools details and submit as soon as practicable.

FMSiS certificates
All schools who achieve the FMSiS through external assessment will receive a certificate from the Department once we have been notified via the above template.

We will publish an updated FMSiS certificate list in August once we have collated all of the assurance statements from LA section 151 officers.

Please note
Local authorities should decide which of the four options below will be available for their schools. From those available options, the school will be able to make their choice and let it be known to their LA prior to the assessment process. Possibilities are:
· Internal audit officers (own local authority);
· LA finance officers (own local authority);
· Local third party assessors (other providers) accredited by the LA (which can include finance personnel from neighbouring authorities) (third-party); and
· National third party assessors (accredited by the DCSF) (third-party).
