Skills for Life: The National Strategy for Improving Adult Literacy and Numeracy is to date the most comprehensive survey of adult literacy, numeracy and basic skills in England. The aim was to produce a national profile over five broad levels of competence, corresponding with the National Standards for adult literacy and numeracy: Entry level 1 or below, Entry level 2, Entry level 3, Level 1 and Level 2 or above and assess the impact different levels of skill had on people's lives. The 2002/03 survey was commissioned by the DfES and involved interviewing 8,730 randomly selected adults aged 16-65 between June 2002 and May 2003. The Government has a PSA target to increase the number of adults with the skills required for employability and progression to higher levels of training through: - improving the basic skills of 2.25 million adults between the 2001 launch of Skills for Life and 2010, with a milestone of 1.5 million in 2007; - reduce by at least 40 per cent the number of adults in the workforce who lack NVQ2 or equivalent qualifications by 2010. Working towards this, one million adults in the workforce to achieve level 2 between 2003 and 2006. |
