We should rightly be proud of the achievements of the majority of today's young people.
But as a society, we should be distinctly concerned about the level of offending among young people.
And we should be distinctly uneasy about the number of young people who end up in custody and then in a cycle of offending and
re-offending which continues into adult life.
Making youth justice a joint responsibility of the Department for Children Schools and Families and the Ministry of Justice is essential to addressing both of these problems.
