Approval principles for external qualifications for under 16-year-olds
The qualification is at entry level, level 1 or level 2 (level 3 in exceptional circumstances) in the national qualifications framework or the equivalent
Key Stage 4 pupils are expected to focus on qualifications up to and including level 2. General and vocationally-related qualifications at level 3 will be considered to meet the needs of gifted pupils or those starting advanced level programmes before the end of year 11.
The qualification meets one or more of the following purposes:
- The requirements of the National Curriculum.
- It tests learning in a non-National Curriculum subject studied at Key Stage 4. This could be general, occupational or vocationally-related qualifications.
- It supports broadening of work-related learning at Key Stage 4. This might either be general broadening or specific work-related programmes that include suitable vocationally-related, occupational competence and key skills qualifications. Where appropriate, the courses leading to the qualification should include work experience.
- It supports low attainers, particularly those with special needs.
- Entry level qualifications (whether National Curriculum subjects or not) that enable progression to other approved qualifications at level 1 of the national qualifications framework.
The qualification is suitable for pre-16 year olds
The qualification has to take of maturity, social well-being and health and safety requirements.
This will apply particularly to occupational competence qualifications that are likely to be considered for approval at levels 1 and 2 only.
It has the support of the relevant sector body
Account will be taken of whether the relevant sector body supports the use of an NVQ (both occupational area and level) with this age group, paying particular attention to concerns about maturity, social well-being and health and safety.
The qualification supports progression from Key Stage 3
It is important that pupils progress smoothly from Key Stage 3 to 4 so that they can consolidate their achievements.
Qualifications need to be appropriate for the Key Stage 4 programme and take account of learning at Key Stage 3.
