The latest national statistics on Level 2 and 3 attainment by age 19 produced by the Department for Children, Schools and Families were released on 18th March 2010 according to the arrangements approved by the UK Statistics AuthorityUK Statistics Authority

DCSF: Level 2 and 3 Attainment by Young People in England Measured Using Matched Administrative Data: Attainment by Age 19 in 2009 (Provisional)

DescriptionStatistics on level 2 and 3 attainment by age 19 are published as LEVEL 2 AND 3 ATTAINMENT BY YOUNG PEOPLE IN ENGLAND MEASURED USING MATCHED ADMINISTRATIVE DATA: ATTAINMENT BY AGE 19 IN 2009 (PROVISIONAL) and include data from England covering overall Level 2 and 3 attainment by age, cohort, qualification type as well as breakdowns by gender, ethnicity, special educational needs (SEN) and whether in receipt of Free School Meals (FSM) in the last year of compulsory schooling.

Further to this information on institution type where L2/3 attained and also regional and Local Authority data will also be included as additional tables to be published 20 April 2010. The LA data will include both overall L2/3 rates and breakdowns by FSM.

The latest statistics report on the period up to 2008/9 and update those previously released on 24 March 2009.

The key points from the latest release are:
  • In 2009, 78.7 percent of people aged 19 were qualified to at least Level 2. This is an increase 2.2 percentage points since 2008. The PSA target is for 82 per cent to have reached Level 2 by age 19 by 2011.
  • In 2009, 51.4 per cent of people aged 19 were qualified to level 3, an increase of 1.6 percentage points on those people aged 19 in 2008. The PSA target is for 54 per cent to have reached Level 3 by age 19 by 2011.
  • The proportion of 16 to 19 year olds achieving levels 2 and 3 via Vocationally Related Qualification (VRQs) has risen each year. VRQs are the most common way of reaching level 2 post-16.
