| Description | The latest statistics report on the period 2005/06 to 2007/08, and also show provisional information for 2008/09. These statistics update those previously released.
This Statistical First Release updates outcomes published in DS/SFR2 published 26 March 2009, which showed learner numbers in Learning Skills Council funded Further Education (FE) Work Based Learning, Train to Gain and Adult and Community Learning in 2007/08, with final data for 2007/08 and in mid-year estimates for 2008/09.
It also updates ILR/SFR16 published 22 May 2008, which showed learner outcomes in Learning Skills Council funded Further Education (FE), Work Based Learning, and Train to Gain in 2006/07, with final data for 2007/08.
Key Points:
2008/09
- There were 196,600 apprenticeship starts in the first nine months of the 2008/09 academic year and 80,200 apprenticeship framework achievements (1st August to 30th April). This is an increase in starts of 15.0 per cent from the same period in 2007/08, and an increase in achievements of 15.9 per cent.
- There were 666,800 Train to Gain starts in the first nine months of the 2008/09 academic year, and 290,000 Train to Gain achievements.
- There were 940,600 learners participating on full level 2 courses in the first six months of 2008/09 academic year, compared to 746,000 over the same period in 2007/08.
- There were 702,500 learners participating on full level 3 courses in the first six months of 2008/09 academic year, compared to 603,700 over the same period in 2007/08.
2007/08
Student Data- Between 2001/02 and 2007/08, 2.835 million working age adults have improved their basic skills. This means that BIS has achieved its PSA target of improving the basic skills of 2.25 million working-age adults by 2010, three years ahead of the target completion date.
- 138,600 young people achieved full level 2 qualifications in the 2007/08 academic year. This is an increase of 3.5 per cent from 2006/07.
- 159,800 young people achieved full level 3 qualifications in the 2007/08 academic year. This is an increase of 7.8 per cent from 2006/07.
- 320,600 adults achieved full level 2 qualifications in the 2007/08 academic year. This is an increase of 36.5 per cent from 2006/07.
- 134,500 adults achieved full level 3 qualifications in the 2007/08 academic year. This is an increase of 17.0 per cent from 2006/07.
- The total volume of adults participating in LSC-funded Further Education (including through FE organisations, WBL, TtG and ASL, but excluding Higher Education) is 3,280,800. This is an increase of 2.3 per cent on 2006/07.
- The FE College success rate was 80.7% in 2007/08, against a public commitment of achieving a FE College success rate of 76% in 2007/08, increasing to 80% by 2010/11. This means we have met this commitment three years ahead of the planned date.
- 187,300 adults achieved a TtG qualification in 2007/08. This is over double the number of Train to Gain achievements in 2006/07.
Labour Force Survey Data
- This SFR includes information from the LFS, which is used to measure progress against the PSA targets mentioned in paragraphs 19 and 20 below.
- The latest data in the SFR continues to show a significant increase in the number of learners achieving qualifications. However, this growth is not evident in the LFS which is used to measure progress against some of BIS' PSA targets. We are therefore initiating an investigation in to this issue with the ONS.
- Information from the Labour Force Survey in 2008, shows that for the working age adults:
- 71.2 per cent were qualified to at least level 2, against a PSA target of 79 per cent by 2011;
- 50.8 per cent were qualified to at least level 3, against a PSA target of 56 per cent by 2011;
- 31.2 per cent were qualified to level 4 and above, against a milestone of 34 per cent by 2011.
- The LFS also shows that between 2001 and Q4 2008, an additional 2.378 million adults in the workforce achieved qualifications at level 2 or higher. This is against a PSA target of 3.6 million more adults in the workforce to have a level 2 or higher qualification between quarter 4 2001 and quarter 4 2010.
Other PSA Targets
- There were 112,600 apprenticeship completions in 2007/08. This is against a PSA target of 130,000 apprenticeship completions by 2010/11.

In September 2007, PricewaterhouseCoopers was commissioned by the Department for Innovation Universities and Skills (DIUS) and Department for Children, Schools and Families (DCSF) to review 10 Statistical First Releases (SFRs) relating to post-16 learning. To address the issues, the review made 24 recommendations for changes to the suite of post-16 SFRs aimed at improving the way statistics relating to post-16 learning are presented, including the publication of quarterly SFRs.
