Level 2 and 3 Attainment by Young People in England Measured Using Matched Administrative Data: Attainment by Age 19 in 2006 (Provisional)

DescriptionThis publication follows on from SFR 06/2006 released on 23 February 2006. The SFR will include statistics on the attainment of young people aged 19 in 2006 based on matched administrative data, showing the proportion of young people qualified to at least levels 2 and 3 by age and by cohort. It will include performance against the Department's Level 2 at age 19 PSA target, reporting the outturn of the 2004 to 2006 target and setting the baseline for the 2006 to 2008 target. Further to this, and new to this publication, it will contain qualification and institution type breakdowns of how and where learners reached levels 2 and 3, and a map showing attainment by Local Authority.

The figures in this SFR have now been superseded by SFR04/2008. Due to the following revisions, the latest SFR should be used even for historical figures:
  • More up-to-date 2005/06 data. Final Awarding body data and FE ILR data for 2005/06 has been used in the latest estimates; last year's estimates were based on provisional data.
  • Better matching between data sources has reduced the amount of double-counting, meaning in some cases the level 2+ and level 3 numerators have fallen as some people and their achievements are no longer incorrectly being counted more than once.
  • Improved qualification type information. Previous miscoding of some AS-Levels and the International Baccalaureate (IB) resulted in learners being recorded as achieving level 2+ and level 3 in the combinations of qualifications category when they had actually achieved via AS-Level/IB. The IB is now recorded as a separate qualification route.
  • Improved institution type information. CTCs and Academies have been separated out in the latest estimates of where level 2+ and level 3 qualifications were obtained. In last years estimates they were included within Independent Schools.
