This report forms part of a series commissioned by the Department for Education and Skills (DfES) to explore the post-16 transitions of disadvantaged and vulnerable young people. The series exploits data from the Education Maintenance Allowance (EMA) Pilot surveys which follow two cohorts of young people who completed Year 11 in the summers of 1999 and 2000. The local education authorities included in the study were not chosen to be nationally representative; areas with poor Year 11 examination results and low rates of remaining in post-16 education are over-represented.
