2004038 Employer Training Pilot Skills For Life Interventions Programme Evaluation Published  Published

The Employer Training Pilots (ETPs) were launched by the Treasury in September 2002 with 6 pilots in different areas of England. The aim of the ETPs is to encourage employers (via financial incentives) to allow their staff opportunities to undertake free or subsidised training during work time. The Pilots cover literacy, numeracy and language training as well as training employees to NVQ Level 2. In September 2003 the ETPs were expanded with 6 new pilots, and again in September 2004 with 6 more, taking the total number of pilots to 18. In the first quarter of 2004, two interventions were introduced into the pilot programme, partly to try to improve the take up of literacy, language and numeracy skills learning. These were the introduction of guidance materials for employers, employees and intermediaries (business advisers) and mentoring schemes to provide support to learners and providers. The overall objective of the research was to evaluate these interventions in order to determine the effectiveness of a suite of guidance materials and also examine and compare three workplace mentor schemes.
