- the extent to which courses or programmes match learners’ aspirations and potential, building on prior attainment and experience
- how far programmes or the curriculum meet external requirements and are responsive to local circumstances
and, where appropriate, by:
- the extent to which employers’ needs are met
- the extent to which enrichment activities and/or extended services contribute to learners’ enjoyment and achievement.

Evidence of effective practice in ensuring that programmes and courses meet the needs of Jobcentre Plus customers includes:
- photographs or videos of customers involved in a range of activities
- items produced as a result of customer research activities
- customer portfolios
- case studies of customers
- records of interviews with customers
- records of interviews with staff and employers
- individual learning plans
- documents showing the use of local labour market information
- promotional literature and advice given to prospective customers on the literacy, numeracy and ESOL support available
- action plans for encouraging participation in literacy, numeracy and ESOL learning
- records of communication and coordination among tutors and interests of learners.
