The aim is to ensure that every school delivers an excellent education, that every child achieves to their potential – whatever their background and wherever they live - and that the system is increasingly driven by parental demand and choice.

Local Authorities will have a new role as the champion of parents and pupils – they will commission, rather than provide, school places.
