The Government first outlined proposals to raise the participation age to 18 in the Green Paper Raising Expectations: staying in education and training post-16 (ref: Cm 7065). During the consultation, views were canvassed from young people, parents, employers and those who deliver education and training.
The Government’s aim is that from 2013, all young people will continue to participate in education or training post-16, to gain the knowledge and develop the skills they need to succeed in life.
