  This document sets out in detail the implementation of 14-19 Education and Skills, and how this will create a system capable of offering a new set of curriculum and qualification opportunities.
The plan focuses on three key areas. The first is the short term action taken to raise attainment - at Level 2 and Level 3, as well as how the DfES is increasing apprenticeship rates. The second is: how qualifications and the curriculum for the long term are being reformed - particularly the development of specialised Diplomas, reform to GCSE and A level, the extended project and Key Stage 3 reform.
Finally, it focuses on delivery on the ground – creating the capacity nationally and designing local delivery systems.
The Plan also includes a full timetable for reform and shows how the system will look at various intervals. This should not be seen as a blueprint for all to follow.
At the heart of the reforms is an entitlement for all young people to access high-quality education that is best suited to them, in an appropriate setting. All young people will be able to follow a course in one of 14 new specialised diploma lines.
