INTRODUCTION
The 2002 Green Paper 14-19: Extending opportunities, Raising Standards promised that we would explore the issue of protecting against disincentives to varying rates of progression for students, particularly in relation to slower progression.
At present, the Secondary School (GCSE and Equivalent) Achievement and Attainment Tables report on the performance of students at age 15, regardless of the stage of education they have reached. This booklet contains the results of a pilot designed to test and evaluate the feasibility of reporting the achievement and attainment of students when they reach the end of Key Stage 4, regardless of their age. We are very grateful to the schools that volunteered to participate in this pilot and willingly checked additional data.
The following pages describe the background to the pilot study, and provide some information about the data published in the pilot tables. This is followed by the exam results for pilot schools, which demonstrate the effect of calculating the performance indicators on the cohort of students who are at the end of their Key Stage 4 studies rather than only those students who are aged 15.
