WHAT HAPPENS NEXT ?
Although the pilot covered more than 30,000 pupils aged 15, there are more than 600,000 15 year olds nationally. A system capable of providing a set of matched results for each pupil at Key Stage 3 and at GCSE/GNVQ nationally is under development. This is a very complex and technically demanding operation and the results of the development tests are not expected until early 1999. Detailed statistical analyses will be needed to assess the feasibility of extending value added measures between Key Stage 3 and GCSE/GNVQ to cover all secondary schools, so that they can be published in the school performance tables in 1999 or 2000. If the results are positive the Secretary of State for Education and Employment will consult on the introduction of value added measures into the 1999 performance tables. If, however, technical difficulties arise and further developments are needed, full value added measures for all secondary schools may not be published until 2000. Longer term, the results from National Curriculum end of key stage tests and public examinations will be collected in a way that makes it easier to link individual pupils' results between one stage and another, which in turn will make it easier to measure value added.
