INTRODUCTION
In June 1997, the White Paper 'Excellence in Schools' underlined the need for parents and others to have information about the progress schools help pupils to make relative to their (often different) starting points. This is usually referred to as measuring value added.
The 1998 Value Added pilot project measures the progress pupils made between Key Stage 3 and GCSE/GNVQ in 1998 on the basis of individual pupils' performance.
