National Targets for Education and training

The Department for Education is committed to helping secure achievement of the National Targets for Education and Training. These set challenging goals for schools and colleges as well as employers and the Government, including:
  • by 1997, 80% of young people to obtain five A-C passes at GCSE, an intermediate General National Vocational Qualification (GNVQ) or an NVQ at level 2;
  • education and training to NVQ level 3 (or the equivalent of two or more GCE A levels or an Advanced GNVQ) to be available to all young people who can benefit;
  • by 2000, 50% of young people to obtain two or more GCE A levels, an Advanced GNVQ or an NVQ at level 3; and
  • education and training provision to develop self-reliance, flexibility and breadth.
Good progress has been made towards the Targets, but there is more to do. All schools have been encouraged to take account of the Targets in monitoring progress and raising standards. In this context individual schools may choose to set Targets appropriate to their own circumstances. The Department strongly encourages individual schools to set their own targets, taking account of the National Targets, but based on what they have achieved so far - which may be higher or lower than the national figures. In dividual teachers and pupils should be encouraged to take responsibility for achieving the targets. They are best set within a school's development plan and systematically monitored.
