Non Departmental Public Bodies and Agencies

There are three types of Non Departmental Public Bodies (NDPBs):

  • Executive bodies - these carry out a wide range of operational and regulatory functions, various scientific and cultural activities and some commercial or semi-commercial activities.

  • Advisory bodies - these are usually composed of a group of experts in a particular sphere advising the Government on one narrow issue.

  • Tribunals - as the name suggests, these have a judicial or quasi-judicial function.

CAFCASS was set up on 1 April 2001. It brings together the services previously provided by The Family Court Welfare Service, The Guardian ad Litem Services and The Children's Division of the Official Solicitor. It transferred from the Lord Chancellor's Department to this Department after Margaret Hodge became Minister for Children in June 2003.

Ofsted is a Non-ministerial government Department. The new Ofsted was established on 1 April 2007 following the Education and Inspections Act 2006.

Ofsted brought together the remits of the old Ofsted with the children's social care remit of the Commission for Social Care Inspection (CSCI), the inspection work of the Adult learning Inspectorate (ALI), and the Children and Family Court Advisory and Support Service (CAFCASS) inspection remit from Her Majesty's Inspectorate of Court Administration (HMICA).

The ALI was set up by the Learning and Skills Act 2000 to continue the inspections of the FEFC Inspectorate and the Training Standards Council after 1 April 2001.

The Adult Learning Inspectorate ceased to exist on 31 March 2007. All enquiries should be directed to Ofsted.
