Review of the future role of FE Colleges

Sir Andrew Foster was invited by the Secretary of State for Education and Skills, and Chair of the Learning and Skills Council (LSC) to carry out an independent review of the future role of FE colleges in November 2004.

During the course of the review Sir Andrew invited written evidence from colleges and others, commissioned research and think pieces, held a series of meetings and workshops with key stakeholders, and also visited some colleges.

Sir Andrew published his report in November 2005. You may download the report and underpinning evidence from this website. The report has set out a vision for FE colleges and a clear set of values. It also sets out key recommendations that Sir Andrew believes need to be implemented if that vision is to be realised. Sir Andrew gave a presentation about his report at the Association of Colleges Annual Conference on the 15th November. Download the presentation (PPT 4.6MB).

On 27 March 2006 the Department for Education and Skills published a White Paper - Further Education: Raising Skills, Improving Life Chances.

The White Paper responds to Sir Andrew Foster's Review findings, a document providing a detailed response to each of the 80 recommendations Sir Andrew Foster made in his report, is also available via the above link.
