Do all the panel members have an active input in decisions to place people on list 99 in each case?  In other words are some simply there in an advisory role.

In making decisions to place an individual on list 99 do the experts approve recommendations already made by the civil service, or do they review the evidence themselves.

Is there any guidance for the panel if there were a conflict of interests (for example an acting former head teacher on the panel making a decision on another head teacher?) Or would the panel view the above example as not being a conflict.
