New Local Area Agreements (LAAs)
New Local Area Agreements (LAAs) will be introduced from June 2008 and will build on the solid platform of existing three year agreements, and will become the key delivery contract between central Government and local government and its partners. Through the LAA process, each area will agree ‘up to 35’ targets with Government, drawn from indicators in the national set. These will be the only targets that Government will agree with local areas, other than the 16 DCSF education and early years statutory targets (which are also drawn from NIS indicators). The LAA process also provides for areas to agree an unlimited number of local targets which will not be reported to Government or centrally performance managed.
One of the great strengths of the new LAA system is its ability to reinforce existing good partnership working. The Local Government and Public Involvement in Health Act 2007 placed a duty on LAs and partners like primary care trusts (PCTs) and police authorities to cooperate to agree targets in LAAs. The Act also provided the facility for partners to agree joint responsibility with the local authority for achieving LAA targets. In doing so, the LA and relevant partners will be under a duty to ‘have regard to’ those targets.
