Public Service Agreement (PSA) targets 2005 to 2008

The Spending Review White Paper, published on 12 July 2004, announced the Public Service Agreement (PSA) targets for 2005-08.

You can find a full list of targets for Sure Start here. Those relating to Sure Start and improving outcomes for children and young people more generally are listed under objective one.

We are now finalising key indicators to monitor progress and support delivery of the objectives for Sure Start, including objectives for health.

PSA1: Outcomes for children

This target reflects the Government’s commitment to giving all children a good start in life and to reducing inequalities. It will be measured through the Foundation Stage Profile (FSP).

The target focuses on Communication, Language and Literacy (CLL) and Personal, Social and Emotional Development (PSE) because they have a big impact on learning and life chances. However, delivery of the whole Foundation Stage curriculum remains equally important and must not be compromised.

We will review the 50 per cent target level in light of the 2004 and 2005 FSP results. A “good” level of development is defined as a score of 6 points or more across all 7 assessment scales in CLL and PSE. We will be looking for stronger progress in the 20 per cent most disadvantaged areas as children’s centre services are rolled out.

PSA2: Childcare growth and take-up by lower-income families

This target contributes towards the Government’s strategy to eliminate child poverty. It reflects the commitment to working with private and voluntary sector providers to provide good quality childcare and to improve take-up by lower income families.

Key objectives are to increase the stock of childcare places to meet demand, reducing turnover where possible; to expand provision throughout the working day, and to support local targeting to meet local needs. The settlement will support significant growth in childcare located in primary schools, from 8am-6pm, 48 weeks a year. An increase of around 120,000 in the stock of Ofsted-registered childcare places will be needed to meet the target.
