There are two systems in place to make sure that those providing services to children and young people meet the standards required, and to assess how effectively Every Child Matters outcomes are being delivered. Assessment of all services is now carried out by Ofsted.
Children's services will be assessed as part of the Comprehensive Area Assessment (CAA) from April 2009, reflecting the new era of public sector partnership working. The strengths and weaknesses in services for children and young people will form part of the overall picture of how well local services work together to improve outcomes for local people, and the effectiveness of individual organisations.
Childcare and Early Years providers must be registered either on the Early Years Register (EYR) or the General Childcare Register (GCR), and must meet the required standards. The exception is childcare provided by schools, which forms part of the school inspection system. If registered on the EYR (which is compulsory for most childcare providers working with children from birth to five), providers must also meet the Early Years Foundation Stage (EYFS). EYFS is the new framework setting the standards for learning, development and care for pre-school children.
