Employee Authentication Services (EAS)
Employee Authentication Services (EAS) is a scalable, sustainable and secure solution for local government employees and trusted partners to access shared information on Government services and databases.
EAS ensures that the correct person is accessing appropriate information by using ‘two factor’ authentication to verify the identity of a user. It requires a user to have two components to validate their identity when logging onto a system; these are a) a personal PIN and b) a token or card.
EAS is endorsed and security accredited as a core government shared asset, meaning that individuals can use EAS to access multiple applications and databases across Government through a single authentication process and token. As more shared Government databases switch to ‘two factor’ authentication as a minimum security standard, EAS will help decrease the burden on the end user by reducing the number of tokens that they are expected to carry and manage in order to access sensitive information.
EAS is a cross-government project delivered through a DCSF-led strategic partnership supported by Department for Communities and Local Government (CLG), Department for Work and Pensions (DWP) and LAs. We are engaging with service users, such as LAs, now and will be offering a range of services through EAS from 2009.
DCSF are leading the roll-out of services though EAS: we have completed a successful pilot with over 500 users of the Key to Success application and are working steadily towards the implementation of EAS to provide access to ContactPoint and DGS applications such as COLLECT and Edubase.
Through our strategic partnership with DWP we will offer access to the Customer Information System (CIS), which stores information on revenue and benefits, through EAS from 2010. CLG has also committed to use EAS for secure access to the CLG Data Interchange Hub, which provides a facility for the controlled sharing of data between government departments, local strategic partnerships, government offices and other strategic partners such as inspection authorities.
EAS is referenced by the Local government data handling guidelines report (2008) as a best practice solution for LAs in order to ensure that all reasonable steps are taken to preserve and protect the public’s information. We are also referenced by BECTA as a solution to help achieve compliance with the spirit of the Data handling procedures in government Report.
