This resource consists of a Joint Commissioning Framework, which is a partnership document giving the standards and principles under which all joint commissioning activity will be carried out, and an action plan setting out the intentions for joint commissioning activity for 2008-9 and beyond.
The framework details the agreed commissioning process as required by the commissioning cycle.
Based on an outcomes focused approach, it includes:
- The principles and standards of commissioning which underpin the commissioning process
- The context of commissioning in Calderdale which focuses on the partnership approach
- A description of the types of needs analysis undertaken with particular reference to the third sector
- An outline of the process of determining priorities as part of the Children and Young People's Plan, and the agreed partnership priorities for 2008-9
- Information on how the integrated community based services project will inform commissioning intentions and service development over the next 2 years
- A discussion of aligned-budget arrangements (an area of the framework which will be updated during 2008 as we develop our budgeting processes)
- An appendix describing the development of commissioning standards
The framework has been signed by all the Children and Young People's Management Group member partner organisations (Children's Trust arrangements) as an indication of their support and acceptance.
The action plan for 2008-9 (and beyond) gives some detail about the commissioning intentions for Calderdale Children's Services and partners, and includes draft timescales.
