This document sets out evidence from the Sure Start local programme evaluation and other research about how to deliver services that have a real impact on children's outcomes. In particular:
- reaching the most disadvantaged families and children
- increasing consistency in the level of support services offered
- grounding children's centres practice in evidence
- improving multi-agency working
- raising the quality of Early Years provision
- employing more highly-trained and high quality staff.
