Sure Start Children's Centre provision in Wales
Cymorth (including Sure Start)
In April 2003, following a review of the existing funding programmes and a consultative process, Sure Start in Wales was amalgamated with the Children and Youth Partnership Fund and the Childcare Strategy to form a new unified fund: Cymorth – the Children and Youth Support Fund.
Cymorth – the Children and Youth Support Fund is administered through local Children and Young People’s Partnerships within each LA.
Cymorth aims to provide a network of targeted support for children and young people within a framework of universal provision, in order to improve the life chances of children and young people from disadvantaged families.
Partnerships have submitted plans with minimum investments for each of the 0–10 and 11–25 age groups, and across five themes:
- family support
- health improvement
- play, leisure and enrichment
- empowerment, participation and active citizenship
- training, mentoring and information.
As part of Cymorth planning, each local partnership has been asked to establish at least one integrated children’s centre. Under one roof, they might bring together: Sure Start services; early education; childcare; play; training; and family support and health. In rural areas, they be might be a hub of a network of services in outlying areas. There is increasing evidence that such centres can be a crucial part of provision for children and families, and a key element of community regeneration.
