Increasing childcare take-up: BME
The Government's objective is to extend the reach and take-up of good quality childcare and early years provision among low income families; focusing on families with a disabled child, and black and minority ethnic (BME) families.
The DCSF has created a number of approaches to enable LAs to improve take-up, including the provision of communication resources, support for Children's Information Services (CIS), and improving the take-up of the childcare element of Working Tax Credit. The Early Support Programme (ESP) provides multi-agency support to very young disabled children and their families.

A focused project to support take-up of childcare among BME families
Six LAs in different parts of the country with an ethnically diverse population participated in a project that aimed not only at identifying good practice, but also at developing a more strategic authority-wide approach to this issue.
The LAs involved were: the London Borough of Camden, the London Borough of Tower Hamlets, Bradford City Council, Leicester City Council, Manchester City Council, and Rotherham Metropolitan Borough Council.
The project has been developed further and has been extended to 12 LAs. This includes the original six plus:
- Luton
- Slough
- Bristol
- Blackburn with Darwin
- Ealing
- Wolverhampton.

Summary of benchmarking surveys
This document is a summary of a survey sent to the six LAs, capturing their work with BME communities and childcare. It covers population, data, take-up of childcare, and outreach initiatives.
Take-up of childcare among BME families interim report and appendices
This interim report summarises the activity undertaken by the six LAs engaged in raising the take-up of childcare among BME families. It contains an overall strategy, effective approaches, self-evaluations and case studies.
