Targeted youth support (TYS): 'Develop' activities
The sequence of activities below takes you through the 'Develop' stage. The activities ensure that the achievements for 'Develop' are accomplished before moving on to the final stage of the change process, 'Deliver'.

There is also a series of hints and tips from the pathfinders to support you in this part of the change process.
The links below take you to resources for each of the activities.
- Mobilise for the 'Develop' stage. The 'Develop' stage needs to mobilise change teams from a range of agencies to develop solutions to the critical questions agreed in 'Decision point 2'. Inclusive change teams help partners in children's trusts work together effectively to make informed and focused decisions, generate solutions, and prioritise and implement sustainable changes. You may also need to mobilise facilitators to help run change team meetings in a structured and effective way.
- Hold a Fast Start workshop. A Fast Start workshop is an efficient and effective way to get multi-agency change teams to a common point of understanding and begin the task of developing solutions.
- Run the change teams. Change teams need to meet regularly to follow the plans developed at the Fast Start workshop. Teams work together in structured ways to generate a range of possible solutions for presentation at the Options Development workshop. These are subsequently refined by the change teams into detailed proposals for 'Decision point 3' (see the heading below on developing and deliver the 'Decision point 3' presentation).
- Tools and techniques. This resource sets out a range of tools and techniques that can be used throughout this stage to solve problems, including building teams, creating effective implementation plans and sifting and prioritising issues.
- Options Development workshop. This is an opportunity for change teams to share their progress with each other, and provide feedback in order to improve the quality of the options developed. Change teams should have a clear understanding of what needs to be done in preparation for 'Decision point 3' by the end of the workshop.
- Evaluation workshop. This is the last time change teams get together before 'Decision point 3'. At this session, change teams evaluate the quality of their contributions to 'Decision point 3'. Participants need to ensure that all proposals integrate into an overall compelling model for TYS.
- Develop and deliver the 'Decision point 3' presentation. This is the final version of the presentation to the senior management group. It sets out the solutions from each change team (including budgets and performance measures), as well as plans for implementing those solutions. The meeting includes collectively agreeing the solutions and implementation plans.
