The September Guarantee

The September Guarantee is an offer, by the end of September, of a suitable place in learning to young people completing compulsory education. The guarantee was implemented nationally in 2007and extended to 17 year olds in 2008 to give those who had enrolled on one-year or short courses, or who had left the activity they chose when leaving school, a further opportunity to engage in learning.

The offer must be one of the following:

  • full or part-time education in school, sixth form college, independent learning provider, or FE college;
  • an apprenticeship or programme-led apprenticeship. This must include both the training element and a job or work placement, where this is a requirement of starting the apprenticeship;
  • Entry to Employment (E2E) or Foundation Learning;
  • employment with training to NVQ level 2

This is an important element of the Department’s strategies for reducing the proportion of young people not in education, employment or training, increasing participation, and raising attainment at age 19.


The Guarantee has a number of key elements:

1. ensuring all young people in Year 11 receive the information, advice and guidance they need to apply for appropriate post-16 provision;

2. making an offer, by the end of September, of a place in learning that takes into account the level of provision required by the young person, its location, occupational sector and learning method;

3. tracking applications and offers of learning made to young people so that those who have yet to apply for learning, or have yet to receive an offer can be identified and given ongoing support;

4. collating and sharing the ‘intended destinations’ data with partners, so that provision can be planned and commissioned to meet the needs of young people.

5. ensuring that there are sufficient, appropriate learning places to meet the needs of young people in the area.

Local Authorities - through their Children’s Trusts and 14-19 Partnerships - have the lead strategic role in ensuring the Guarantee is delivered to all 16-17 year olds in their area. The local authority should work with schools, Connexions Services and the YPLA to ensure that the relevant processes are in place, and that each has a clear understanding of its responsibilities.

The 14-19 Prospectus will also help to ensure that young people and those supporting them are aware of the opportunities available in the local area.
