Moving Up day was successfully held on 8 December 2009. The purpose of the day was to celebrate the first anniversary of the passing of the historic Education & Skills Act, in which all young people will be required to continue in education or training until they are 18 by 2015, to thank our stakeholders for their continued support of RPA and to raise greater local awareness of RPA.

Our evening reception in London was attended by Chief Executives and other representatives from our stakeholder organisations and the Local Authority RPA trial areas. It included a lecture from Sir Michael Barber; a speech from Iain Wright MP; the awarding of prizes to our 3 Moving Up winners, who won a competition to interview and write about the experiences of a friend or relative who went to school over 20 years ago; and a panel discussion.

 

Quality Assurance System: overarching framework

The Quality Assurance System Overarching Framework (QAS) was published on 31st March 2010.

The QAS has been designed to make clear the roles and responsibilities of providers of post-16 education and training; local authorities; the Young People's Learning Agency; the Skills Funding Agency; Government Offices and central Government in ensuring that learning programmes for young people and adults are of the highest quality. It takes account of the changes to the young people's and adult learning systems that take effect on 1 April 2010.

The QAS also describes the annual process for reviewing and assessing provider performance and sets out some of the evidence which may be taken into account during this process.

The Overarching Framework will be supported by further detailed guidance, some of which is already available.

Significant increase in the number of young people reaching level 2 and 3

The Youth Attainment Statistical First Release, published on 18 March 2010, shows that 78.7 per cent of young people aged 19 are now qualified to at least level 2 and 51.4 per cent are qualified to level 3. In addition, the attainment gap between young people in receipt of free school meals and their peers has narrowed. This means we are on track to meet the CSR2007 target to increase level 2 and level 3 attainment for young people.

Data from England covering overall level 2 and 3 attainment by age, cohort, characteristic and qualification type can be accessed at the Research and Statistics Gateway . Data on attainment by LA and region will be made available via the same link on 20 April 2010.

Local Delivery Support Guide for 2010-11

The Local Delivery Support Guide is now available. This Guide is for local authorities, consortia and centres, and outlines the support and guidance available to help you deliver the 14 - 19 reforms in your area including Diplomas, Foundation Learning, Functional Skills and raising the participation age.

The Guide includes useful information on a range of support such as funding and workforce development, and support for IAG, employer engagement, access and transport and local communications. For further information and to download the guide, see the local delivery support page
